Local government reform in Jamaica aims (i) to refocus local authorities to providing leadership and a coordinating framework for the collective efforts of the people towards local development and (ii) to assess local service distribution modalities between central and local governments, the private sector and CSOs for more cost-effective arrangements. The institutional context in which these objectives are to be pursued is characterized by a new local governance framework populated by ‘a federated system of development committees’. Development committees are expected (...) to work in partnership with local authorities in pursuit of economic transformation of geographic spaces. Participatory development that development committees exemplify conjures up images of ownership of local [economic] development projects and an empowered citizenry that has the capacity to direct resources in their favour. Development committees represent a differentiated method of local economic governance. But the concern is: Are development committees fit for purpose? This is the fundamental question with which this research is concerned. A survey of parish development committees (PDCs) was conducted to determine the extent to which the organizations are giving effect to their mandate. The study is exploratory in design and relies on qualitative methodologies. The results of the study will be important for assisting the local governance reform process currently underway in Jamaica but should contribute to the discourse on the alternative approaches to managing development in developing countries. This article is a first step in a project to study the influence of the Rasāʾil Ikhwān al-Ṣafāʾ in the Ottoman world. We argue that, at least from the end of the fourteenth century until well into the second half of the sixteenth, the knowledge presented in the encyclopedic Rasāʾil was a conspicuous scholarly source for the Ottoman cultural milieu, especially at the dynastic court, and played a significant role in forming their epistemological perspective. This argument is developed with reference (...) to three universal histories: (1) in Turkish, the İskendernāme (Book of Alexander) of Taceddin İbrahim İbn Hızır Ahmedi (d. 1413) written between the last quarter of the fourteenth century and the first quarter of the fifteenth; (2) in Arabic, the Naẓm al-sulūk fī musāmarat al-mulūk (The ordering of ways for the conversation of kings) by ʿAbd al-Raḥmān al-Bisṭāmī (d. 1454), a prominent intellectual and expert in occult sciences, protégé of Sultan Murad II (r. 1421–44, 1446–51); (3) in Persian, the first volume of Shāhnāmā-yi Āl-i ʿUsmān (Book of kings of the house of ʿUsmān) by the Sufi intellectual and litterateur Fethullah Çelebi (d. 1561/62), better known by his pen-name ʿArif. The choice of these three histories enables us to mark the time period for the influence of the Rasāʾil, stretching it (in both directions) further than is accepted in present scholarship. These histories enable us also to draw attention to the proximity to the Ottoman dynasty of the cultural milieu attuned to the Rasāʾil, and highlight the relationship between history and knowledge that is central both for the texts under study here and the Rasāʾil. Haydar el-Herevî Horasan’dan Osmanlı topraklarına gelen önemli âlimlerdendir. Teftâzânî’nin şeçkin bir talebesi olan bu âlim I. Mehmed’ten büyük saygı görerek onun tarafından himaye edilmiştir. Herevî, Zemahşerî’nin el-Keşşâf’ı üzerine yazdığı şerhi büyük övgü ifadeleriyle I. Mehmed’e ithaf etmiş, ithafın yer aldığı mukaddimede hayat hikayesiyle ilgili önemli ayrıntılar vermiştir. Osmanlı topraklarında geçirdiği uzun yıllar sonra Timur’un oğlu Şahruh ile irtibat kuran Herevî, el-Keşşâf şerhi mukaddimesini tekrardan kaleme alarak aynı eseri bu sefer Şahruh’a ithaf etmiştir. Herevî’nin bu yeni patronaj ilişkisi mukaddimenin ikinci versiyonundan (...) öğrenilmektedir. İkinci versiyonda sadece ithaf kısmı değiştirilmemiş, yeni haminin kimliğiyle irtibatlı olarak muhteva da yeni- den kurgulanmıştır. İlk versiyonda bulunmayan önemli biyografik ayrıntılar ikinci versiyonda yer almaktadır. Mukaddimenin iki versiyonu Herevî biyografisinin neredeyse yegâne kaynağıdır. Bu makalede mukaddimenin ikinci versiyonu ilk defa gün yüzüne çıkarılmış ve her iki versiyonda verilen bilgiler bir araya getirilerek Herevî’nin biyografisi inşa edilmiştir. İki versiyonda herhangi bir tarih verilmemiş, sadece bazı şehirlerdeki ikamet süreleri belirtilmiştir. Biyografi inşa edilirken anlatıda oluşan boşluklar tarihi olaylardan hareketle doldurulmuş ve tarihlendirme yapılmıştır. Bahsedilen olaylar, yapılan nitelemeler ve verilen ikamet süreleri itibara alınarak Herevî’nin hayatının yaklaşık kırk yıllık bölümü tam olarak tarihlendirilmiş, Serahs’tan başlayarak sırasıyla Şîraz, Tebriz, Şirvan, Bursa, Edirne ve tekrar Horasan’a uzanan yıllara dair bütünlüklü bir tablo ortaya konulmuştur. In lieu of an abstract, here is a brief excerpt of the content:AN EARLY ACCOUNT OF DAVID HUME In New Letters of David Hume, Professor Klibansky and Mossner lamented the "dearth of information on Hume's early development". Though some new facts and documents have emerged since 1954, the early period of Hume's life, to 1740, remains the most obscure. The account of Hume in 1740 presented below adds nothing to our knowledge of the evolution of Hume's philosophy, but it does (...) give us an interesting picture of the young philosopher in society, and it suggests that those traits of character which later earned him the title of "le bon David" were already in evidence. The sketch below stresses, as many of his friends and adversaries were later to do, the divergence between the detached scepticism of his writings and his amiable engagement in the social life of a company. And if we take seriously the report that Hume was left in charge of the domestic "oeconomy" in the family he was visiting at Richmond, we might see this as foreshadowing his solicitude over, and constant interest in, the management of his own household and financial affairs in later years. The account printed here is an extract from a letter by William Mure of Caldwell to his sister Agnes, 2 dated "Richmond June 5th 1740". Mure has long been recognized as one of Hume's most intimate friends: Hume himself summed up the relationship when he wrote, on Mure' s death in 1776, "The Baron was among the oldest and best Friends I had 3 in the World." The document published here constitutes the earliest concrete evidence of their friendship yet recovered, ante-dating Hume's first published letter to Mure by more than two years. It appears that the two men were spending the summer of 17 40 in or near London, and possibly both staying at the house of some mutual friend. Mure had at this time just finished his study of law at Edinburgh University, and would probably have been vacationing in 79 London eri route to Leyden, where he was to complete his legal training. Hume may have been in the capital preparing to see Book III of his A Treatise of Human Nature, "Of Morals", through the press: it was published in November 1740. This, and the first two books of the Treatise, which had been published in 1739, were presumably the writings which he discussed with the company at Richmond. We have been here now these ten days, and pass our time in a very agreeable way, we have our aountrey man Mr. Hume the author of the Metaphysical books 7 that you heard so much of last summer as a party in our retirement, he is a very sensible young fellow and extreamly curious in most parts of learning and how much soever he has shown himself a Sceptick upon subjects of speculation and enquiry, he is as far from it as any man with regard to the qualities of a well natured friendly disposition, and an honest heart which are no doubt of greater consequence to the intrinsick worth of a character than any abstract opinions whatever. In locating friendly fire in contemporary philosophy of religion, D.Z. Phillips shows that more harm can be done to religion by its philosophical defenders than by its philosophical despisers. Friendly fire is the result of an uncritical acceptance of empiricism, and Phillips argues that we need to examine critically the claims that individual consciousness is the necessary starting point from which we have to argue: for the existence of an external world and the reality of God; that God is a (...) person without a body, a pure consciousness; and that to assent to a religious belief is essentially to assign a truth value to a proposition independent of any confessional context. When these products of friendly fire are avoided, we arrive at a new understanding of belief, trust and the soul, and refuse to say more or less than we know about the realities of human life in the service of religious apologetics. Eugenics casts a long shadow over contemporary genetics. Any measure, whether in clinical genetics or biotechnology, which is suspected of eugenic intent is likely to be opposed on that ground. Yet there is little consensus on what this word signifies, and often only a remote connection to the very complex set of social movements which took that name. After a brief historical summary of eugenics, this essay attempts to locate any wrongs inherent in eugenic doctrines. Four candidates are examined and (...) rejected. The moral challenge posed by eugenics for genetics in our own time, I argue, is to achieve social justice. (shrink)

I present an annotated development of the basic ideas of the Geneva School approach to the foundations of physics and the structures which emerge as mathematical representations of the physically dual notions of state and property.

Inappropriate authorship is a common problem in biomedical research and may be becoming one in bioethics, due to the increase in multiple authorship. This paper investigates the authorship policies of bioethics journals to determine whether they provide adequate guidance for researchers who submit articles for publication, which can help deter inappropriate authorship. It was found that 63.3% of bioethics journals provide no guidance on authorship; 36.7% provide guidance on which contributions merit authorship, 23.3% provide guidance on which contributions do not (...) merit authorship, 23.3% require authors to take responsibility for their contributions or for the article as a whole, 20% provide guidance on which contributions merit an acknowledgement but not authorship, 6.7% require authors to describe their contributions, and only 3.3% distinguish between authorship in empirical and conceptual research. To provide authors with effective guidance and promote integrity in bioethics research, bioethics journals should adopt authorship policies that address several important topics, such as the qualifications for authorship, describing authorship contributions, taking responsibility for the research and the difference between authorship in empirical and conceptual research. We report the results of a randomized trial to assess the impact of an innovative ethics curriculum on the knowledge and confidence of 85 medical house officers in a university hospital programme, as well as their responses to a simulated clinical case. Twenty-five per cent of the house officers received a lecture series, 25 per cent received lectures and case conferences, with an ethicist in attendance, and 50 per cent served as controls. A post-intervention questionnaire was administered. Knowledge scores did (...) not differ among the groups. Confidence regarding ethical issues was significantly greater in the aggregate intervention group compared to the control group. Confidence regarding procedural issues related to ethics was significantly higher for the EI group than for the controls. Responses to a simulated case showed that significantly fewer house officers in the EI group would intubate a patient for whom such therapy would be futile. We conclude that ethics education can have an impact on house officers' confidence and their responses to a simulated case, and that the EI was more effective than the LI. Such results have implications regarding the implementation of ethics education during residency. (shrink)

A common intuition about evidence is that if data x have been used to construct a hypothesis H, then x should not be used again in support of H. It is no surprise that x fits H, if H was deliberately constructed to accord with x. The question of when and why we should avoid such “double-counting” continues to be debated in philosophy and statistics. It arises as a prohibition against data mining, hunting for significance, tuning on the signal, and (...) ad hoc hypotheses, and as a preference for predesignated hypotheses and “surprising” predictions. I have argued that it is the severity or probativeness of the test—or lack of it—that should determine whether a double-use of data is admissible. I examine a number of surprising ambiguities and unexpected facts that continue to bedevil this debate. (shrink)

Afin d’éclairer ce renversement, Myriam Revault d’Allonnes se penche sur le mouvement d’arrachement au passé et à la tradition qui caractérise la modernité, et qui dissout d’un même élan les anciens repères de la certitude qui balisaient la compréhension du monde. Privé de toute forme de transcendance, l’homme moderne se trouve face à un monde redoutablement ambigu et auto-référentiel, qui a vu s’évanouir tour à tour l’idée de temps nouveaux, la croyance au progrès et l’esprit de conquête, modifiant profondément le rapport de l’homme à son vécu et à ses attentes. This chapter deals with the ways in which entrepreneurships driven by industrial design and the strategies for interconnecting design for innovation are articulated. In the first instance, current practices are recognized in order to analyze the different processes that entrepreneurial dynamics go through. This analysis is carried out from a systemic perspective, at three levels of abstraction: designer, entrepreneurship and ecosystem. The theoretical and conceptual framework will be structured based on the innovations driven by design, which occur around the designer, (...) his personal projects, and the possible interactions and singularities offered by living spaces. The objective of this work is to unravel the eventual relationships of the entrepreneurial designer in the ecosystem and to highlight the potential added by emerging connections, which allow for the projection of synergistic actions with other actors to create value(s). In this way, other possible views of the entrepreneurial process are provided, where the cultural and philosophical dimension that characterizes industrial designers allows them to achieve a higher quality of life, designing and producing collectively (in) their environment. The development of such vocal capacity provides necessary infrastructure for language development across human life history.

End-of-Life Care and Pragmatic Decision Making provides a pragmatic philosophical framework based on a radically empirical attitude toward life and death. D. Micah Hester takes seriously the complexities of experiences and argues that when making end-of-life decisions, healthcare providers ought to pay close attention to the narratives of patients and the communities they inhabit so that (...) their dying processes embody their life stories. He discusses three types of end-of-life patient populations - adults with decision-making capacity, adults without capacity, and children - to show the implications of pragmatic empiricism and the scope of decision making at the end of life for different types of patients. In Reconstruction in Philosophy, John Dewey issued an eloquent call for contemporary philosophy to become more relevant to the pressing problems facing society. Historically, the philosophy of a period had been appropriate to social conditions, but despite the vast changes in the contemporary world and the complex challenges confronting it philosophy had remained ossified. Karl Popper also was dissatisfied with contemporary philosophy, which he regarded as too often focusing upon “minute” problems. Both Dewey and Popper, however, were optimistic that the (...) situation could be turned around. In this essay D.C. Phillips argues that the resources they mustered give no basis for this optimism; in particular, Phillips emphasizes that philosophy cannot have traction with closed‐minded or fanatical individuals. Dewey passed over cases where his ideas about democratic processes and free intellectual exchange faced intractable difficulties, according to Phillips, and he further suggests that Popper “waffled” over the so‐called “myth of the framework.”.
